China-Taiwan Cross Strait Forum & CBD Mixed Use Development

Pingtan was the site chosen for a new sub-sea tunnel connection between China and Taiwan. Originally a militarised zone, it is now a planned trade and communications hub between the two trading partners.
Following a design competition, 10 Design was awarded the architectural design for the new Pingtan Cross Strait Forum, a platform prepared for economic and political discourse including theatre, convention, exhibition and auxiliary commercial and cultural facilities. Subsequently 10 Design was commissioned to redesign the masterplan of the adjacent 93ha central business district.

At the heart of the central business district, a large central park is proposed with a fresh water lake as a public amenity as its focal point. This lake is fed by an existing fresh water canal that has been redirected through the central axial boulevard. The lake is surrounded by cultural and retail facilities and provides an active heart to the entire development.
The central area of the site is raised to a new ground level 4m higher than the existing ground level. This provides elevated views of the waterfront from the centre of the site and allows for separation of vehicles from the pedestrians and supporting tram network.
To reflect the aspiration of transparency and dialogue, the civic buildings are formed by converging elements from the landscape with buildings accessible on all sides, while servicing areas are hidden with the elevated terrace levels.
